To locate this grunt easily, you should grab the Sputnik skull. Head over to the HIH skulls forum if you need instructions on finding the skull. --->
Movie 1 shows a simple grnade jump (aided by the Sputnik skull) that allows you to search the entire outside level and reach the grunt.
Movie 2 shows the grunt, located in the outdoor area you visited earlier. I am guessing the grunt is floating because much of the map features have been removed (boxes, the spaceship, etc.) and one of the features that was removed was a portion of the map that he was lying on. You can actually see that grunt lying on the floor earlier in the level when you are first reaching the outside.
The picture at the end shows a few flying elites that I killed in the same area as the grunt. They also remained floating in the map.
